Altough we believe the immediate impact of Disclosure will be very difficult those first years and perhaps beyond, we do not believe -short of news that the Others actively mean us harm- that this collapse is a certainty. Instead, the world could easily see a re-birth. In the last century, we have adapted to so much fundamental change that widening out perspective to include the vast universe should ultimately be seen as a beginning and not an end.

Under the FTCA (The Federal Tort Claims Act), the government can only be sued "under circumstances where the United States, if a private person, would be liable to the claimant in accordance with the law of the place where the act or omission occured." Translated, this means that the government cannot be sued for things they did as a government; in this case, covering up UFOs.
